Program Manager (TUFF)

AidData produces novel data, tools, and research that answers the question: who is funding, what, where, for whom, and to what effect around the world? AidData Tracking Underreported Financial Flows team has an explicit focus on data and research that meets high academic standards but is also accessible and relevant for a broad audience of international relations practitioners, policymakers, journalists, and scholars. AidData’s work is made possible by generous financial support of international organizations such as the World Bank and United Nations, private philanthropies such as the Hewlett and Gates Foundations, and government agencies such as the US Department of State and USAID.

AidData’s Tracking Underreported Financial Flows (TUFF) Program Manager will lead a wide variety of projects and offers a unique opportunity to work on cutting edge research on major policy stakeholders in the focus areas of emerging donors in the Gulf Cooperation Council (Saudi Arabia, Qatar, Kuwait, the UAE) and Turkey. This position will be responsible for co-leading and managing AidData’s engagements the Gates Foundation, which entails producing donor profiles based on latest foreign aid and official finance trends, summary sheets and attractive dataviz for effective communication, slide decks, training sessions and workshops with government counterparts in the region. More broadly, as key member of the TUFF unit at AidData, the Program Manager will also be responsible for supporting research grants proposal writing, research design, implementation and monitoring of ongoing studies, data management and data analysis, and report writing and dissemination for policy outreach.

This position is located at AidData at William & Mary's Global Research Institute in Williamsburg, Virginia. This is a full-time position, and salary is commensurate with experience and qualifications in the U07 range (see Salary Structure for University Employees). This is a restricted position subject to availability of funding. This position is remote-work eligible (works remotely at least 1 day per week but not full-time).

Required Qualifications

  • Bachelor’s degree in economics, social sciences, public policy, or related field, or an equivalent combination of education and experience
  • Relevant experience working for or with a bilateral or multilateral aid agencies, think tanks, or academic institutions
  • Demonstrates excellent program management and organizational skills along with strong quantitative skills, including data analysis in MS Excel
  • Excellent verbal and written communication skills
  • Demonstrated ability to manage high-level relationships with partner organizations
  • Strong and effective interpersonal and communication skills

Preferred Qualifications

  • Master’s degree
  • Knowledge of Stata, R, ArcGIS, QGIS or other data analysis software
  • Experience conducting research on international finance, and familiarity with the international politics and policies of the Middle East Region
  • Ability to travel abroad, at times on short notice, and experience dealing with private foundations, particularly the Gates Foundation
  • Previous experience leading international development research in a project and client management capacity preferred, especially with the Gates Foundation or US government agencies
