Program Manager (TUFF)

The Program Manager at AidData’s Tracking Underreporting Financial Flows (TUFF) leads a wide variety of projects. This position provides a unique opportunity to work on cutting-edge research on China’s global development finance program which covers about 195 countries.

In this position, you will be responsible for leading and managing engagements with a variety of external funders (e.g. US government agencies, Hewlett Foundation, Gates Foundation) and research partners. You will support the preparation of research proposals, design, implementation and monitoring of the collection and analysis of data on Chinese development finance activities. You will lead a team of researchers in the assembly of datasets through open-source data collection. You will oversee and contribute to data management, report writing and dissemination.You might also contribute to AidData’s policy outreach related to China’s growing overseas development finance footprint.

This position is located at AidData at William & Mary's Global Research Institute in Williamsburg, Virginia. This is a full-time position, and salary is commensurate with experience and qualifications in the range of $47,000-$58,000. This is a restricted position subject to availability of funding. This position is remote-work eligible (works remotely at least 1 day per week but not full-time). Remote work eligibility is not guaranteed and is subject to approval.

Required Qualifications

  • Bachelor’s Degree from an accredited institution in Economics, Political Science, GIS, Computer Science, a related degree AND at least 2 years of relevant work experience, OR an equivalent combination of training and experience.
  • Working knowledge of research methodology; statistical and analytical techniques; and strategic planning, theory, and process.
  • Advanced ability to perform qualitative and quantitative research and analysis, reach logical conclusions, and balance “big picture thinking” with a high level of attention to detail.
  • Demonstrated skills in project management to include prioritizing assignments, interpretation and application of policies and procedures, problem solving, tracking progress, documentation of findings, report writing, and presentation of outcomes.
  • Demonstrated ability to deliver high quality data and written outputs.
  • Ability to work independently and collaboratively in a demanding and complex work environment, to carry out assignments in a timely manner, and to adapt to changing situations and priorities.
  • Demonstrated ability to manage multiple, diverse, and complex assignments, and provide guidance and direction to junior-level team members, to achieve program goals and objectives.
  • Demonstrated ability to communicate effectively, orally and in writing, with a diverse population of constituencies in private and public sectors including: researchers, high-level external partner organizations, clients, partners, data users, and staff.

Preferred Qualifications

Experience in the following areas:

  • Implementing AidData’s TUFF methodology
  • Conducting research on Chinese development finance
  • Collaborating with researchers and the global development community Experience with R, STATA, SPSS, or other statistical software
  • Familiarity with contemporary policy debates surrounding China’s growing global influence and its impact on international development
  • Familiarity with current open data, open government, and international development demonstrated by professional writing
