Junior Program Manager (TUFF) — GCC

AidData produces novel data, tools, and research that answers the question: who is funding, what, where, for whom, and to what effect around the world? AidData’s Tracking Underreported Financial Flows team has an explicit focus on data and research that meets high academic standards but is also accessible and relevant for a broad audience of international relations practitioners, policymakers, journalists, and scholars. AidData’s work is made possible by generous financial support of international organizations such as the World Bank and United Nations, private philanthropies such as the Hewlett and Gates Foundations, and government agencies such as the US Department of State and USAID.

The Junior Program Manager (JPM) is a research staff position at AidData. JPM positions are designed for individuals who would like to deepen and broaden their analytical, methodological, and management skills, receive on-the-job training and mentoring from a group of professional staff and researchers, and prepare for future professions in academia, public service, and/or the private sector.

The JPM will divide his or her time between student management, data quality assurance, and other specialized research, analysis, and policy outreach activities related to the foreign aid programs of countries in Gulf Cooperation Council (Saudi Arabia, Qatar, Kuwait, UAE) and Turkey. The individual in this position will also have the unique opportunity to manage AidData’s data collection and reporting on China’s overseas development financing. In addition, this individual will have the opportunity to contribute to academic and policy research projects assessing the drivers and impacts of development financing from these non-traditional donors. The JPM will be producing donor profiles, summary sheet, slide decks, maps and dataviz for the Gates Foundation and their partners across the Middle East Region.

This position is based at AidData at William & Mary's Global Research Institute in Williamsburg, Virginia. This is a full-time position, and salary is commensurate with experience and qualifications in the U05 range (see Salary Structure for University Employees). This is a restricted position subject to availability of funding.

Required Qualifications

  • Bachelor’s Degree in Economics, Political Science, International Relations, a related degree or an equivalent combination of training and experience
  • Outstanding verbal, written & interpersonal communication skills
  • Demonstrates an understanding and ability to balance “big picture” thinking with attention to detail
  • Demonstrates an ability to undertake diverse and complex assignments with minimal supervision
  • Strong commitment to and understanding of AidData’s mission and goals
  • Working knowledge of Microsoft Word and Excel

Preferred Qualifications

  • Experience with data collection and quality assurance on development finance records using a variety of sources
  • Experience in project and personnel management
  • Professional or academic experience in developing countries, and familiarity with the international politics and policies of the Middle East region
  • Working knowledge of R, STATA, SPSS, or other statistical software
  • Familiarity with Javascript, including data visualization libraries such as D3, mapping libraries such as Leaflet, application frameworks such as React, and search APIs such as ElasticSearch
  • Solid understanding of user interface design principles and good practices in static and interactive data visualization
  • Competency with other components of the web stack (CSS, HTML, SQL or another database), data science languages (R, Python), data visualization tools (Tableau, ArcMap) would be a plus.
  • Fluency in a foreign language, particularly Arabic, Mandarin, Spanish, or French
