Program Manager

AidData's TUFF (Tracking Underreported Financial Flows) project is a rigorous effort to document the true scale of China's overseas lending and grant-making — spanning 217+ countries, $2.2 trillion in financial transactions, and 33,000+ records. As a Program Manager, you'll be at the center of that work, contributing to a dataset that researchers, journalists, and policymakers rely on to understand the scope and terms of China's overseas financing.

This is a role for someone who is energized by detail-oriented research that has real policy stakes — and who wants to build expertise at the cutting edge of development finance transparency.

Responsibilities:

In this position, you will draft work plans, coordinate with internal partners to implement them, and provide regular client updates under general supervision. You may supervise/coach Associate Program Managers in support of positive management practices and implement projects on time. You will lead the design of quality assurance procedures and oversee their implementation with your project team. You will be charged with explaining project methodologies to external clients and audiences. You will identify and propose improvements to existing methodologies, and with guidance, create and propose new methodologies.

Required Qualifications: 

  • Bachelor’s Degree or equivalent combination of education/, experience, and training.
  • Graduate degree in International Relations, Economics, Finance, China studies, and related fields OR equivalent experience (typically 2+ years). At least two years’ experience as an Associate Program Manager or equivalent position; working knowledge of research methodology; statistical and analytical techniques.

Preferred Qualifications: 

  • Experience conducting research in international relations, finance, China studies, economics.
  • Experience working on research under contracts or with external funders.
  • Experience working in international development research.
  • Familiarity with AidData’s CLG datasets and Chinese overseas financial flows
