Abstract
This country profile provides a detailed overview of the scale, scope, and composition of Chinese state-directed financing in Niger from 2000 to 2023. It includes granular information on key trends in China’s loan and grant-financed commitments, its lending portfolio, ESG risks in its infrastructure projects, and contractual safeguards adoption and implementation. From 2000 to 2023, China provided 134 grant-related official commitments and directed $4.7 billion via 12 loans issued in Niger. China’s portfolio in Niger is dominated by non-concessional loans for multiple oil megaprojects, including over $2 billion committed in 2008 and $1.8 billion in 2019—with these loans supporting the SORAZ oil refinery, the Agadem oilfield and pipeline, and the Niger-Benin pipeline.
