About the Digital Development Survey
The online survey is designed to learn how international organizations can best support digital development in low- and middle-income countries. The questions in the survey will help understand the current state, challenges to progress, and the desired future for digital development.

This survey is being conducted by independent researchers from AidData in partnership with other members of the ERIE Consortium, including the Pulte Institute for Global Development at the University of Notre Dame and Mathematica Policy Research.

You have been selected to participate in this study because you held a position at some point between 2020 and 2024 that we believe makes you knowledgeable about the status quo and challenges of digital development in a country that has been selected for inclusion in our study. Your participation is essential to ensure that our survey results accurately represent the diverse experiences and viewpoints of important stakeholders.

The contact information of potential survey respondents was collected in collaboration with USAID.
Who is administering this survey?
This survey is being implemented and hosted by AidData, a research lab at William and Mary, a public university in the United States.
Who will use the data collected in this survey?
Independent analysis of the survey results will be conducted by AidData. The results (aggregated to protect respondent anonymity) will be shared with the U.S. Agency for International Development (USAID), who will use the findings from this survey to improve the future design and implementation of digital development activities. The results may be incorporated into a final published evaluation of USAID’s Digital Strategy.
Who will be able to see my responses?
All of your responses to this survey will be kept strictly confidential. The survey findings will only be used in a statistical summary and will never be associated with your name.
Only members of the research team at AidData will be able to identify your individual responses during the data collection, cleaning, and analysis process.
How will this survey help my country?
The survey is designed to gather insights from those who have the most familiarity with and expertise on digital development in low-income and middle-income countries. It is an opportunity to help international organizations better understand the current conditions of, and constraints to, digital development in your country. Empowered with this knowledge, USAID and other development organizations will be able to more effectively support the development of the digital sector in your country.
Do you offer a printable or paper copy of the survey questionnaire?
We do not. The questions that we pose to participants in the survey are tailored to their individual experiences. While an active and responsive online questionnaire design allows for this type of customization, a traditional paper questionnaire does not. For this reason, we can provide only an online questionnaire, and we encourage you to complete the survey via the link provided in the email you received. Further questions about questionnaire access or technical difficulties can be addressed to surveys@aiddata.org.
