Abstract

This document provides detailed instructions to AidData Research Assistants as they collect and verify project-level data using the Tracking Underreported Financial Flows (TUFF) methodology. Users can also refer to this document to get detailed information on how researchers comb through sources, triangulate information, and classify projects to create a final TUFF dataset.
